Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

I'd try re-plugging the hard drive and checking if the cable is damaged. I'd also suggest to try plugging the drive in another computer and see if it gets recognized properly there. Is it a IDE or SATA drive you're using?
If the drive is unallocated, this means that the partition has been lost after the power went down.

mouse inoperable after computer goes into slumber

I tried a suggested fix, but the computer froze again early in the steps, so had to be shut down manually by turning the computer off and back on, after which it functioned normally until the next sleep mode. I have an old wireless Logitech mouse that has
been working fine.

I'm baffled by this, and not really confident at trying new fixes. I can live with it but would still like to get back to its more normal functioning.
