Windows 10: problems regarding pc boot

hi, I am using windows 10 home version 2004 on HP laptop. so, recently my PC had been always starting at recovery environment. and my volume would automatically increase or decrease. even, my volume bar on the taskbar is boxed. like this, many options in my pc are boxed. this wasn't before. then, I performed a system restore and that solved my problem for three days but now it is happening gain. plz someone help me fix this. my pc is always starting at recovery environment. and, many options in my pc is underlined at some letters. like the word refresh here r is underlined. but after some time it disappears and come back again. I don't know what to do now. please help.

PC wont boot up (No POST, No Video)

I recently installed a new Asus M5A99X Evo r2.0. The motherboard green LED lights up and the case and cpu fans spin. But there is no video when its hooked up to my monitor.

Steps that i have tried:
"No POST", "system won't boot", and "no video output" troubleshooting checklist

Made sure all connections are properly connected.

Flashing the CMOS

Tested the PSU

Followed all steps in the user manual

If there are any links that you guys can point me to or suggestions that could help it would be highly appreciated. Thank you

 

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.
