Windows 10: legacy program is blocked by administrator

My computer has locked a program that I use all the time. Error displayed is "for your protection an administrator has locked/blocked this program".

Windows 10 - The administrator has blocked..

Looked and applied much of the suggestions given without success.

Logged on as administrator and downloaded program successfully. Opens and runs fine in administrator mode however when I user the standard mode program does not run and "The administrator has blocked.." pop-up reappears.

Any suggestions?

 

Administrator blocked you from running this program

This is Microsoft interfering (with or without justification ?) with the running of programs that they believe will cause issues with your destop/laptop/notebook. A fix that worked for me for a program I know will not ruin my wife's computer (the one I'm
using right now) is to run the program from an elevated command prompt. In the search box next to the Windows 10 button, type in cmd and then wait - at the top of the list that appears there should be an entry "Command Prompt" with the sub-text "Desktop app"
- right-click on this entry and then left-click on "Run as administrator" (which should be the first entry) - use the dos prompt to navigate to the location of the program that Windows 10 is blocking - then simply type in the name of the program/application
and hit enter

Caution:

• If you follow the above then you do so at your own risk
• You need to be sure that the program is virus-free, malware-free, etc
  
• You need to be sure that there are no known compatibility issues between the program and Windows 10, and vice-versa
• You need to be competent with correctly identifying the location of the blocked program from the error message and with Dos prompts (i.e. changing directories)

Downloaded Program but was blocked from installing it.

Downloaded Legacy Family Tree Deluxe 8.0 successfully to my DOWNLOAD file.

On trying to install the program, I get the message:-

User Account Control.

This App has been blocked for your protection.

An Administrator blocked you from running this App. For further information contact your administrator.

Program Name. Legacy Family Tree Deluxe 8.0.

Publisher. NOT TRUSTED.

File Origin. This computer Hard Drive.

Then it gives location and file designation.

I have tried by disabling Control Settings, but without success.
