Windows 10: Problem with local account displaying as if it were a Microsoft account

My wife signs into her office computer with a local account. This is verified by looking at the User Accounts section of Control Panel, where the account is labeled as Local. However, when she goes to settings > accounts > your info, it looks like Windows is confused about what kind of account it is. [The person who set this up used a non-Microsoft email address as the user ID.] Under the basic info it says "Manage my Microsoft account," and does not list "Sign in with a local account instead." It also does not list any option to use a Microsoft account.

I think the problem may be that the email address used as the login ID was once associated with some Microsoft account, but I'm not sure.

My wife wants to use a Microsoft login with her computer, but we can't find any way to do that other than just setting up a new account and configuring her desktop and programs all over again.

Is there any way we can get her logged on using a Microsoft account without loosing all her settings? Is there any way to change the login ID so it's not an email address. We don't even know if it's a valid address -- in any case we have no access to it.

Local account installation question

In the leaked builds, there is an option to Skip this step which takes you to the Local Account Setup. This may be the procedure for the next public release...

I'm fairly certain that Skip this step was available in 10.0.130 - the workaround in Step 20 (back button) is no longer required.

The currently known, as of 10.0.130, ways to create a Local account sign-in are

Skip this step at the MS account creation phase

No Internet connection during the install

static IP (post# 2 by Fragment) - New (to me anyway)

Windows 8 with 2 Microsoft accounts?

Yea, I would create a local account and just use your school account to login to Outlook and Onedrive.

Cannot link/add my Microsoft Account to Local Account

Im using Win10 Build 1607 with all latest update.

I also run all related troubleshooters:

Windows Update

Store Apps (says i have to login in my microsoft account but thats the problem, i can't)

Microsoft Accounts

No Problem found. Also the suggestions from Microsoft didnt helped.
