Windows 10: Xbox live networking server connectivity blocked Windows 10

I recently downloaded Forza Horizon 4 and I was fine for a little while. That is, until I decided to connect to Horizon Life. The game would be stuck at 'Finding a Horizon Life Session' forever. I searched it up and I found out that it had to do with something called 'teredo'. I looked at xbox networking on settings and it said next to NAT type: 'Teredo is unable to qualify' and next to server connectivity: 'Blocked'. Both also said this may block you from playing online games. I searched up how to fix teredo and I did, using elevated command prompt. The NAT type was now 'Open'. However, server connectivity still said 'Blocked, this may block you from playing online games'. I have scoured the internet for answers on how to fix it, from entering certain commands, enabling services and enabling the windows firewall, but nothing has fixed the issue. Can someone please find a fix for me?

If your server connectivity is "Blocked", it means that your computer was unable to establish a Teredo IPsec connection to the Quality of Service (QoS) server. Since you've tried the troubleshooting steps from our support page, let's try to restart the "IP
Helper" and "Xbox Networking Service" by performing the following steps below:

1. Press the Windows Key + R to open the Run box.
2. Type "services" and hit enter to open the Services Window
3. Scroll down until you find an entry called “IP Helper”. Right-click on it, and then click Restart.
4. Scroll all the way down to the bottom and do the same thing for “Xbox Live Networking Service”.
5. Close the window, open the Xbox app and check your connection again.

If the issue persists, I recommend that you try connecting your computer to another network to see if that will change the server connectivity on the Xbox app.
