    Service Host: Network List Service hogging CPU


    I have a Surface Go running Windows 10 not 10S, and recently last few weeks whenever it wakes from Sleep "Network List Service" starts using at least 30% of my CPU. Often my combined CPU use is 100%. This goes on for a minute or more. None of my other computers have this problem. Suggestions?

    Currently Service Host: Network Service -Delivery Optimization is hogging the network. Therefore nothing else can download at the right speed. For example I am using the xbox (beta) app to install Gears 5 but it is barely able to achieve a reading so downloads
    very slowly while sayin 0mb/s and intermittently stating 2-3mb/s.

    I have tried disabling and stopping Service Host: Network Service and Delivery Optimization, this either does nothing and everything still downloads slow or it forces shut down (as expected).

    I have also tried limti8ng in advanced options to 5% etc but still no change.

    Also turned off backround updates in the store.

    Any ideas how to stop it from hogging the network and allow other apps to actually use the network?

    Windows 10 "Service Host: Local Service (No Network)" drains CPU constantly

    I've had this problem for at least several months.
    I noticed a lot of threads without a happy ending:

    1. High CPU Usage from "Service Host: Local Service [...]
    2. Service Host: Local Service (No Network) (3) and Service Host: Internet Connection Sharing (ICS) causing High CPU
    3. svchost.exe Service Host: Local Service (No Network) - Permanent CPU usage
    4. service host: Local Service (No Network) (5) taking up all my CPU resources (i5-4690k)

    And I did try all the suggestions made in these threads including:

    1. Updating the windows to the latest version
    2. Troubleshoot network, update, etc
    3. killing all other software, changing MSISUPPORTED of my SSD disk in regedit etc.

    One thing I noticed is that the problem disappears in safemode.

    Hey friends,

    I notice in my task manager that 'Service Host: Network Service' is always using ~10% of my CPU load. When I expand it, 'Delivery Optimization' is running and if I stop this it nothing happens.

    Can anyone suggest why this requires such a high load and what I can do to stop this happening. Previous CPU loads were less than 5% for my system.

    I am running Win 10 Education 1909.
