In Windows 10 v 1709, why no transparency on Start Menu and Action Center, but present on Task Bar?

Here's an update on this issue as it pertains to my own experience. It would appear that there is, in fact, a very subtle translucence (bordering on opaque) present in the Start Menu and Action Center. This is quite hard to notice unless the background
has large areas of light and dark.

The Task Bar, however, is clearly and obviously transparent. I thought it was supposed to have the Project Neon type translucence like the Start Menu and Action Center. I'm not sure what to make of it.

For the time being, I'm going to turn off the translucency/transparency feature.

FIXED: Start Menu and Action Center Border is Transparent?

This is my first question on this forum, so please forgive any errors in how I ask.

Basically, as the title suggests, the border around the start menu and action center are transparent, a few pixels deep, where as the regular borders around windows are fine. I have taken a few screensnips to show you what I mean.

Any ideas as to what is causing it?

Windows 10 64bit, dual booted with Ubuntu, if that helps anything. My other laptop has not shown this error at all. I reinstalled win10 from a usb when it crashed after I had fiddled around too deep in command prompt. I learn hands on with computers...and
sometimes I learn the hard way.

But I digress. Would this be a simple registry fix? or maybe a windows update? I've tried all I can think of.

EDIT: I figured it out! I changed my theme to the default windows theme, and the problem fixed itself. A while back (maybe a month or so) I downloaded a program to add a taskbar to my second monitor, and it looks like it messed with my themes. It seems all
    clear! thanks guys!

Start Menu, Action center and Window Border Transparency In Windows 10.

Personalization Settings for Colors for "make Start, taskbar and action center transparent" is not listed

    I'm a tad confused. :/

I have Windows 10 installed on a PC at work and two PCs at home (Home and Professional).

But on my home PC the Personalization Settings for Colors for "make Start, taskbar and action center transparent" is not listed, but "Transparency effects" is listed and On; however this doesn't result in to the same
Transparency of the Start, taskbar and action center screens.

Why are the Settings options different or configured and listed differently on PCs running with same version of Windows?

    How many variations are there?

Where is the definitive help (when "Find a setting" shows options that are not available in reality).

    Thanks
