Windows 10 Update 1909 broke my Start Menu, Windows Update, Microsoft Store

I have seen other threads on this topic, but they have been closed and have not been helpful at all, so I thought I would open a new one. My Windows 10 system is now crippled because I can't get the Start menu to open, I can't install updates, and I can't access Microsoft Store. I thought updates were supposed to improve things.

I have tried numerous "fixes" for this problem and nothing seems to work. This includes, but is not limited to SFC, DISM, Repair Install, etc.. SFC scans show no problems. I even tried to create a new admin account, but this makes things even worse on the new account. The new account starts up with a black screen and no desktop, taskbar, or start menu at all. Can someone please help with a fix that actually works? I'm desperate!

Microsoft withdraws bad Windows 7 update that broke future Windows 7 updates

"Unfortunately, this apparently simple change has had severe consequences for some users of Windows 7 Service Pack 1 and Windows Server 2008 R2 Service Pack 1, with users reporting that Windows Update, drivers from both Nvidia and AMD, and some third-party software including Virtual Box are all unable to install correctly. The error code 0x8004FF91 seems to be a common finding."
