Windows 10: Folder is permanently "Sync Pending" - CANNOT RENAME

I have a set of folders I use as yearly templets 3 folders, 10 subfolders. Finally got the PowerRename Toy to change the names all of the folders as the next year comes around.

Anyway, PowerRename keeps coming back with "Folder in use . . . . " - because I think the reason being the status is Sync Pending.

I can't even just plain Rename the folder which is empty because of this Sync Pending status. Rename says to close the folder and try again.

How do I fix this or how do I even "Close a Folder" that I am not using and is empty, as well as all the subfolders beneath it.
