Windows 10: "Voice activation is currently unavailable and will be included in a future update."

I want to have voice activation on for Cortana but it keeps telling me in the settings that the feature is unavailable and will be released in a future update. However it's been almost 3 months and voice activation has still not worked and is still "waiting for the update".

"Hey Cortana" Voice Activation is currently unavailable

Trying to set up "Hey Cortana" Unable to.. I see no options. When I click Windows+C it does pop up..

I have check setting over and over and no option to turn on "Hey Cortana"

When I turn on Cortana and check setting from there I see " Wake word invocation is currently unavailable and will be included in future updates"

Thought this was rolled out to all a long time ago.

I see this option on my laptop but not on my desk top

Please tell when it will be Available

Windows 10, Office 2013.

I installed a wireless Canon printer by detection as I don't have the install disks. Apparently no problem, the printer is listed in device manager with no problems. The situation is that when I try to print a document, the printer is not listed in the drop
down box and when I choose "add a printer" at the bottom of the list, I get the error"The Active Directory Domain Services Is Currently Unavailable"

Please advise.
