Windows 10: Blue Screen of Death Stuck at 100%, not Restarting

I recently got a new graphics card, and ever since I installed it I have been having trouble with my PC. The PC would frequently crash when playing games about every half hour and display the BSOD before automatically restarting. I reset my PC in an attempt to fix it this weekend, and I am still having trouble with the BSOD. Now when it displays the BSOD, it loads all the way to 100% and will not restart, forcing me to do a cold reboot in order to get it to work. I understand the drivers are likely the problem, and I have tried reinstalling them but it does not seem to have changed anything. Does anyone have a suggestion that can help me identify why my PC is doing this and what can be done to fix it?

Help! My Windows 10 computer is stuck on the blue screen of death. Every time I restart the computer it goes straight back to the blue screen.
