Windows 10: You haven't seen this problem any before. Unsolved problem

I have a user password on my window account. but when I try to enter safe mode or do an admin password it doesn't let me. I am the admin and I don't know why it does it. I know there is a solution to add a new admin account and put all my data and files there so I'll have a working admin password. But there is reason I can't do it: to enter safe mode I entered via "system configuration" and on boot I clicked on the enter safe mode box. So it automatically puts me on safe mode and the only way to undo it is to cancel it via command prompt or the system configuration. But because my password isn't working, I can't open command prompt or do any of these action. So I am stuck at the login screen without any ability to change anything and without a working password. Are microsoft stupid for making this problem possible. I'll stay in this login screen forever are they stupid? Of you know something please write in comment. Even though I don't think something will work. Thank you

Windows 10 weird problem.

I haven´t tried your last steps yet, but i did enable User Account Control which was disabled. Since then I haven´t had any problems like I had before. If problem persists I will try your previous steps and write here again.

 

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.

If you still have problems, please repost listing each specific step and saying which option from the tutorial you are using. Thanks.

I've seen many a computer guru trumped with a seemingly unsolvable problem that was caused by a sneaky bastard SATA cable. It should always be on the short list to try.
