Windows 10: Windows 10 Not Working After Update

On my dad's computer, he got a windows 10 update yesterday. He said it took a long time for everything to install, but after the computer stopped working correctly. The first thing he noticed is that Edge browser would open but the page would stay white and he couldn't do anything. He then noticed a bunch of random problems in a bunch of different apps. I have tried removing the updates with Troubleshooting mode in the computer repair boot option, I have tried resetting the PC, but the reset always fails. I have tried resetting using the "keep my files" option, and when that didn't work, I tried the "remove my files" option. Both begin but always fail. I then made a Windows 10 installation USB Flash drive. When I try to reformat the computer using that after I click the install button, it says it is missing a media driver and asks me to find it, but the installation drive works fine on other PCs. This whole thing is telling me there may be a hardware issue going on that happened to happen while the update was happening. Has anybody heard of anything like this happening? It's just weird that I cant format the hard drive or anything, but Windows still boots and some programs still work, but some have issues. I am pretty tech savvy but this has me stumped.

Thank you for trying to help , i did tried your suggestion but it did not work :/ , nothing seems to make it work on Windows 10 Fall Creators Update 1709. In the meantime i have bought a new SoundBlasterX AE-5 and it did installed flawlessly , no problems whatsoever. it is up to Creative ( drivers ) and Microsoft ( bug fix ) to fix this huge bugs with Audio.

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
