Windows 10: After the recent Windows update my computer is stuck in the startup loop

Before this happened though, I noticed that my system was behaving weirdly. Like it's slow, even when I'm not running anything. I'd have 100 cpu usage when I barely have anything open. Yesterday, I logged off and when I started it up this morning. I'm greeted with an endless loop. Somehow I got to reset my pc. But after I updated Windows, it started behaving strangely again and now I'm back to square one. I can't even reset the pc this time because it won't let me get past the startup screen.

When in win10:

• Update&security -> Windows update -> Finding update... .... .... ....

Planning to download the latest Win10.ISO (vers.1803) and manually update:
- Then wait that my ordered new SSD arrives and clone the old HDD to it.

If you're seeing a spinning dots with the word "wait" on the screen, then that only means that Windows is applying the changes on your PC. This normally happens after an update has been installed, and it may take a several minutes for the system to fully
complete the changes. Note that turning off the computer while it is applying the update may cause issues certain issues. Now, since you turned off your PC, we suggest that you perform the following steps below:

• Turn on your computer.
• If it shows a spinning dots on the screen, kindly wait it until it's finished.
• If it's taking too long than the usual, then we suggest that you perform a
  System Restore using the Windows 10 media creation tool.
