Windows 10 settings unusable due to system continuously "Shift+Tabbing" in the menus

Hi, hopefully someone can assist with this, I can't find much about this issue.

Every time I go in the Windows 10 search bar, Start menu or Settings, my computer automatically and continuously "****+Tab" in the menus, meaning it keeps cycling through the various entries, even though I'm not pressing any keys. This makes it nigh to impossible to select anything, since when I press Enter or left click, usually the selected part will have moved to another menu already.

I uninstalled my keyboard in the Devices manager, used a different keyboard as well, and created a second Windows user to see if this was profile-related: same behaviour persists even with another account. Troubleshooting is difficult as I can't even properly open the command line in admin mode. Actually, even turning off the computer through the Start menu has become tricky.

Short of reinstalling the whole system, which is not something I had planned to do now, what can I do to stop this behaviour? Is this even a known issue?

Version is Windows 10 Pro version 1909.

    Thank you in advance.

    :)

    Feature suggestion: Add right-click menu

Suggestion: Please add a Windows 7 Jump-List and/or right-click menu to the GPU-Z icon in the Windows taskbar. Possible menus in it would be "Exit" and "About GPU-Z...".
Maybe also "Switch to tab 1/Switch to tab 2/Switch to videocard 1/Switch to videocard 2" too.
Examples of programs that have such menus are ICQ, Skype, AIM.

NOTE: It seems for a right-click menu, Windows 7 is not needed - it works on WinXP and Vista too.
But even a Windows 7 Jump-list may be good enough.
    What do you think?

Start menu stopped working in Windows 10

The Start Menu on my copy of Windows 10 stopped working for no apparent reason. I have tried the suggested four steps above. The first three ran. The final one failed to run due to an error. The process did not fix the start menu. My Windows 10 computer
is disabled and unusable. I need a solution ASAP.

    Windows 10 download speed issues

    Try this method:
    • First of all from Start Menu, open Settings (Type settings in the search bar and it will appear).
    • locate and select “Update and Security“.
    • in this window, Locate “Advanced Options”. Click on it.
    • In Advanced Options; Click on “Choose How Updates are Delivered“.
    • Turn off Updates from more than one place.
Your system will not work as a seeder for other Windows 10 users. It will give sudden boast to your Slow internet speed.
