Windows 10: I can't open Google Chrome, it just stays in the taskbar

I open google chrome and it stays on the taskbar and when I click it doesn't go into full screen its still their because I can see the chrome page when I hover over!

Before you ask I have tried uninstalling and reinstalling, clearing cookies and caches and the issue is only specific to chrome.

Since you already uninstalled Google Chrome using the Programs and Features, Google notifications may still be running in the background processes. We suggest that you follow these steps on how to end the Google Chrome process:

• On your keyboard, press Ctrl+Alt+Delete.
• Select Task Manager.
• Under Processes, locate Google Notifications or Google Chrome.
• Right click on them and select End Task.
• Double check under Programs and Features if Google Chrome is completely gone.

Whenever I open Google Chrome, even though a window for it opens, it only stays tucked in the toolbar. I know it's there since whenever I hover my mouse over it, it shows the window with the default Google homepage, but when I try to click on it to open
it up, it doesn't do anything but stay in there. Please help, I LITERALLY cannot find anything about how to fix this or anyone else having this problem, and am completely stuck.
