Windows 10: File properties problem

Why when i open my file properties it become that colours , its making me hard to look at the properties , i dont remember this happen after i update the windows or anything but it was suddenly happen . Also when i delete something the button for "yes" and "cancel" also gone . I try many things but none seem to be working . I try to use cmd and run to solve the corrupted file but does not work at all and now i really do not know what to do .

I suggest you to follow the below steps how to go to printer settings.

• In the search box type “control panel”.
• Click on “device and printers”.
• Then you can right click on your printer and then click on properties, change accordingly.

I suggest you to follow the below procedure and check if you are able to add comment to the file.

• 
  Right click on the files
  
• 
  Select Properties
  
• 
  Click on Details
  
• 
  Move the cursor to comments tab and try typing the captions.
  

Check if it allows you to type the comments.

Windows 10 1709 System Restore problems...

That seems to be an attempt at Option 2 in the tutorial, which requires you to
a. Boot to a command prompt (Did you?)
b. You then seem to be mixing steps 3,4 and 5, thus your command is incorrect.

I suggest Option 1 is easier.
