Windows 10: Window 10 ver 1607, Norwedgian Bokmal fails to down load

I have been trying to down load Norwedgian Bokmal, but fails to down load anything, at first it was held up by all the windows updates, which I have completed. but it still wont down load the Norwedgian Language pack. any suggestions, I have done this previously on other computers with out issue.

Failing to Install Security Update for Windows 10 ver 1607 x64-based (KB4048953)

Hi everyone,

My System is Windows 10 ver 1607 x64-based. I experiencing failed to install the update number KB4048953. All the windows update failing after update number : KB4033631, KB4049411, KB3186568, KB4033631, KB4048953, KB3186568, KB4053579, KB890830 and the
list getting longer.

I have tried to download the manual from Microsoft Update Catalog but it still fails with a message some updates were not installed.

Can someone help me with my windows update?
