  1. Product Key Transfer Activate/Re-activate Windows 10 to New Device

    Background/Actions Taken on Previous Device:
    - I have confirmed my Product Key is on RETAIL, thus it is transferrable
    - I also have tried run though the Troubleshoot process but no good result come out
    - I have tried the process of Deactivating through CMD as Admin with "slmgr /upk" but resulting in Error: 0xC004F025 Access Denied ... requires elevated previleges already tried resolve with UAC thing but bear no good result

    So the big question is...
Do I have any other option/method to activate Windows 10 on new device? without deactivating the product key on previous device?
    Thank you.

    :)

  2. Activate new device with old device' product key

No, you can't do what you are suggesting, because the Windows 10 Pro license you mentioned is pre-loaded on the old machine. OEM licenses as they are called are not transferable. Only if the Windows 10 Pro was a retail store bought license would be able
to do that. Otherwise, you have to purchase an entirely new full version license for the Windows 10 Home computer you now have.

Open Start > Settings > Update & security > Activation > Go to Store

Click the $99 button the make your purchase the follow the on screen instructions.

    Learn more about transferring licenses:

Transferring a Windows 10 Product Key to a new computer

You cannot use OEM key to activate other devices. But I have seen cases where in it will activate.

You will have to follow below steps to activate on new device:

Open cmd as admin (on new computer)

    Slmgr -upk (enter)

    Slmgr -cpky

    Slmgr -rilc

Slmgr -ipk XXXXX-XXXX-..... (your pk key)

    Slmgr -ato

This should activate on new device. Before purchasing a key I'll suggest you try above steps because I have done in the past and it had worked.

Product Key Transfer Activate/Re-activate Windows 10 to New Device

Important W10 activation key questions left unanswered by Microsoft

Not only that, you can check your M$ account and see what devices are listed there, so you know if you can do a clean install or not. Do the upgrade, get it activated, verify that it is listed in your account, then feel free to do a fresh install without activation issues ever.
