Windows 10: Index and Search refuse to turn on

A few months ago my indexing turned off. When I try to turn it on, it tells me that it can't be started (error 21). I have spent hours upon hours following guides and trying different things to fix it but it just will not work. Today, I decided to reset windows. That deleted literally everything from my PC and reset everything. The index is STILL NOT TURNING ON AND I SWEAR TO GOD I'M ABOUT TO LOSE MY MIND.

Does anyone have a magical solution to my problem? I have tried the regedit fix, the services fix, tried rebuilding the index manually, used the troubleshooter a thousand times... nothing works.

Search Indexing was Turned Off

When searching on Start Menu, it says Search Indexing was Turned Off. When I click on Turn On Indexing, I get Indexing is not running. There's no option to start indexing, and troubleshoot search and indexing doesn't turn it on.





Please let me know what steps I can take to troubleshoot and resolve, and I will follow steps and post results of steps.

• In the search box, type troubleshooting.
• Click on Troubleshooting.
• Click on View all.
• Select Search and Indexing and select the proper scenario that you are experiencing on indexing and click
  Next for the troubleshooting to begin.

Search - Indexing not running

• Type %LocalAppData%.
• Select Packages.

• Choose LocalState.
• Right-click the Indexed folder.

• Click Advanced.
• Click the checkbox beside Allow files in this folder to have contents indexed in addition to file properties so that a check mark appears.

• Click OK. A window with a progress bar will pop up as the folder is indexed.
• Click OK when the indexing progress is finished.

After doing the steps provided, kindly try to use the search feature again.
