Windows 10: Black screen with loading circle when starting up

When I turn my PC on my screen is black with the circulating loading circle with the many dots. After like 30 secs this goes away and I can use my PC normally. I have an SSD but I cannot figure out what this causes.

AMD Ryzen 7 3700X

nVidia Geforce RTC 2060 super

B550 from ASUS ROG

32 GB @ 3200 MHz

My Win 20 build is: 18363.1316

Black Screen with circling Dots

I have been having trouble with windows 10. One of the articles suggested to hold down the start button 3 times and start the PC 3 times. I did and the screen started going through stages of fixing. The Screen went black with the circling dots for the
last 6 hours or so. I pushed the stop button and restarted the PC. Windows logo came up but then went to black screen with the circling dots. Can someone help?

I am in Windows 10 14393.2046 Build and during Boot I am Experiencing Black screen with a cursor and spinning circle ,having updated my Graphics Card Drivers Up to Date and Windows 10 1607 Cumulative Updates too.Since i didnt have any startup issues in
Windows 8.1 ,10240 as well as 10586 builds and i performed all troubleshooting steps and annoyed me.I can say that it is a windows issue and you have to sort it out ,only problem is

• Windows Logo Spinning Circle
• Black Screen spinning Circle
• Login

 

Post update black screen with loading circles

Hello I am having an issue with my computer booting after the newest windows update. This morning I wake up to see a black screen with loading circles just spinning. I let it sit for a good 30 minutes with no progress or anything. On this screen I have access
to the mouse but the keyboard does not respond, so after looking for troubleshooting the ctrl alt del method I found doesn't help.

I then tried booting into the advanced startup menu and tried several things, first I system restored to 9/28 and it booted and did the same thing with the black screen and circles. Then I tried going back to previous build which came across an error so
nothing was changed. Then I did a system reset with keep files with the same outcome, error nothing was changed.

Then I tried booting into safe mode. It just does the same thing as normal and just boots up to this black screen with the loading circles.

I'm at my wits end and have tried just about anything I could find like removing USB devices and everything.

Any help is appreciated. In the meantime I will just let this thing spin on this "loading screen."
