Windows 10: 6900xt can't max GTAV 2160p and Crossout stutters

I just got the RX 6900XT and I thought I could completely max out a couple games at 3840x2160p
Cyberpunk 2077 runs ok at high but not ultra.
GTAV displayed I was still in the green zone maxing literally everything but dropped to 15fps with MSAA on 4
Crossout completely maxed hits 200fps but stutters
The card is on the Rage setting.

I'm using an R9 3900x but saving up again for the 5900x
Is my CPU holding me back?
Should I use a single power cord with 2 8-pins or 2 single 8-pins?

Video is stuttering when playing mkv files with any media player. It's a Surface Pro 4.

Thank you for your answer. I did what you said and the mkv (converted from mp4) does not stutter. But still the initial mkv files are stuttering.

Growing Impatient 2080ti NVlink vs 6900XT

Before you all jump on the horn and say, "SLI IS DEAD!" Yes, I know and I understand completely but the games I still play do benefit from a dual GPU setup such as GTAV and I think Cyberpunk 2077 does as well.

I've been watching and waiting for either the 5900x or the 6900XT to become available for months but I see NVlinked 2080ti's pretty much matching the performance and everything I'd need to upgrade on that end is available and getting cheaper every day.

Next year I'd assume it would be easier to grab the CPU/GPU I actually want unless someone knows when the scalpocalypse will be over.

 

FPS drops below 10 every couple of minutes

Very interesting. Our default suggestion list for fighting stutter becomes more interesting.
