Windows 10: Mouse wheel click causing my computer to act weird

I'm not really good at explaining, but I'll do my best. Whenever I click with the mouse wheel, I suddenly end up unable to use the task bar, and I'm also unable to click on any windows either. It easily fixes when I either use Ctrl Alt Delete, or anything else along those lines, but then when I click with the mouse wheel, it does that again. Is there a way to fix this, or at least a reason this is occurring?

Mouse acting weird

After a Windows update my mouse on my HP laptop is acting weird, is very laggy sometimes. It even freezes sometimes.

I've tried almost every method that the experts posted on this forum and I still have the issue.
