Windows 10: HP laptop system language is still Chinese even when preferred is English

I recently bought a laptop and the region was China. When I change the language settings, the system language won't change the 'A'. The technician said they installed Windows 10 Chinese Home edition, meaning only Chinese will be the system language.

I need an English pack language. It's quite urgent.

live in China and I bought a Lenovo laptop in June 2020. The problem is that I can't seem to change the system language at all. I have installed several English language packs, but they can only be used for typing NOT for system display language. In the region/language
menu, there is only Chinese and no other choices whatsoever. The English language pack is at the top of the preferred language list, but it makes no difference. The only choice for Windows display language is Chinese. There is a drop down menu when you click
on the display language, but Chinese is the only choice. No other countries or languages are listed. Please help.

I bought new DELL (Inspiron 5559, 9LZM162) laptop but the window is in Chinese. I want convert Chinese to English language. I read How to Add or Remove Language Packs and change Display Language in Windows 10 and I did this all. Then i signed out and signed in but still language is in Chinese... I donʻt know how to change the Language. How and what to do plz help me....
