Windows 10: Windows Store wont let me download because of Windows Update not being turned on. 0x80070422

I just bought Minecraft on Store and I tried to download but it says an error and say that windows update is not turned on. This error means I cant download anything from the Store. I have tried nearly all of the common fixes and none work, I thought it could be because im Running on a school laptop maybe, so I try and disable any restrictions on the windows update with no avail. Please help me I just want to play minecraft!

Turn "BITS" service to off or disabled & windows update to manual. Whenever you want to update windows, security &/or optional patches, just turn on "BITS" & start Windows update service & let OS do the rest. You might have to uncheck anything win10 related manually if it's in the download list.

Turning BITS off is the easiest way to save your bandwidth, even if you have ample amounts of it.

Usually, Error 0x80070422 occurs when downloading applications from the
Windows Store because Windows Update Services is disabled. To troubleshoot this issue, we recommend following these steps:

• Press Windows + R to open Run.
• Type services.msc and press Enter.
• Scroll down to find Windows Update, right-click it, and select
  Properties.
• Change the Startup type to Manual.
• Save changes, restart your PC, and check if your issue has been fixed.

^This, then reboot and go to manually update windows. Find KB3035583 in the list of available updates, right-click and "Hide this update" so it doesn't get installed again next go around.
