How are apps that you close able to keep respawning?

I'm a techie guy, so you can go into as much technical behind the scenes detail as you like. That's preferred actually, or give me links to technical articles but my question is threefold.

These are related questions. The app in question doesn't matter, but it happens to be VirtualShield.

    1. Why is the app open after restarting windows and not showing anywhere as an app? Not in the taskbar nor in the little box in the bottom right when you click the up arrow symbol? It only shows up in task manager.

    2. why when I kill task manager does it restart? What is giving it the power to do this?

It is an app, not just a non app process. The app opened on start and I closed or quit it but a non app version of the process started i.e. a process that was obviously connected to a vpn as indicated by googling my IP address but which had no associated GUI? I know there's a setting somewhere but I had to uninstall it because it should obey my commands. I don't like it, like with the Slack app, if you close it, it doesn't quit. It only minimizes it, even though they have an "x" button in the corner as well as a "_" button, and it doesn't show up in the task bar either, only in the bottom right widget area. These apps are sneaky and they undermine personal control.

But with VirtualShield, what makes these apps keep respawning? I know Windows changed something to allow this to happen at some point. I kinda want the details of that change.

    :)
