Windows 10: Search and Cortana not working And Screen flickering

I have this problem for half a year now and I still have no solutions...
I checked on event viewer and every time my screen flickers this happens

Opening the search button just crashes immediately

As for the Screen flickering, I still have no evidence as to what causes the problem but I do know that theWindows Shell Host Experience is completely gone and when the screen flickering happens my cpu gets to 30% - 36%

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

 

Cortana search filter list

I have a lot of space for display content in Cortana search list, and 80% of it not used because Cortana sorting items by types.
How disable all filters and make visible all suggested content?
