Windows 10: Microsoft Store always acquiring licsense and eventually downloaded but never installed

The title says it all. I really need to get some apps from the Microsoft Store, so any help is greatly appreciated!!

Microsoft Jigsaw Will Not Load

I was getting Error Code: 0x803F8001 both before and after "uninstalling" Microsoft Jigsaw. It worked perfectly for years, but stopped working within the last week. It would start to load, and eventually bomb out. I have tried the following suggestions:

• Uninstall Jigsaw. Now I cannot reinstall Jigsaw. Get Error Code: 0x803F8001
  

• All steps above from Jomari Arc . Step #4 took longer than expected, but it did eventually do what you
  said. These steps did not allow me to reinstall Microsoft Jigsaw.

• Microsoft Windows Store App. Troubleshooter - It ran and said it fixed a "possibly corrupted cache" . This did not allow me to reinstall Microsoft Jigsaw.

In a similar community, titled "Microsoft Jigsaw Error code Ox803F8001", I tried all of the steps from Loraine Mon, from this link: Microsoft Jigsaw Error code Ox803F8001

Again, this did not allow me to reinstall Microsoft Jigsaw. Messages are "downloading", then "acquiring license", and then it errors out with Error Code: 0x803F8001

Day after day, same problem. Xbox and Store and Solitaire all work fine. Microsoft Jigsaw is the problem. When it was installed, it bombed out trying to open. After "uninstalling", it will not reinstall.

 

Getting "Acquiring Licence" for Gears Of War 4 for the past day. Will not let me stop the download.

If you purchase an Xbox Play Anywhere version of a game from the Xbox Store, you may install the game on Windows 10 computers as long as you're using the same Microsoft account. Otherwise, you'll encounter issues acquiring the game license. To verify if
you're signed in with the same account, we suggest that you visit this
link and follow the steps on how to view your Xbox purchase history online. If you're signed in with the account that owns the game license, you'll see the transaction on that page.

If you're signed in with the right account and the same thing occurs, we suggest resetting the Windows Store cache. Here are the steps:

• Press Windows+
  R keys to open the run command box.
  
• Type WSReset, then try launching Store and sign in. Install the game and check if the same instance occurs.

Microsoft Store is not starting any downloads.

I update my lenovo Y580 to Win 10 1803 and it stuck in Acquiring license in the store .
I clean the windows installation with same result.
Then add a new user, same result.
Then I recovery the laptop with the original dvd (win 7), and then upgrade to win 1803, same result.
But then i found that a user account was not upgraded, and some service was not loading (shows in event view), so I follow up all the steps to recover the process, then i could pass the Acquiring license, but fails to install..
