Windows 10: youtube refusing to connect

this is happening with me when i ran a troubleshooter regarding connection on youtube please help me

Hopefully, you guys could help me. So I have a YouTube channel called Epicness12354, so I want to go to my windows 7 and post my video's. But it doesn't work. It kept on saying:
This site can’t be reached www.youtube.com refused to connect.

Try:

• Checking the connection
• Checking the proxy and the firewall

ERR_CONNECTION_REFUSED I reloaded this page 100 times but it doesn't work please help me.

1. Are you aware of any changes made on your computer prior to this issue?
2. Are you facing issue only with YouTube or other application?
3. Which web browser are you trying to access YouTube?
4. Did you tried using any other browser?
5. Have you tried clearing browser's cache and cookies? If yes, you may try flushing the DNS and request a new IP address from your internet provider.
6. Did you try disabling the firewall and check?

However, I suggest you to follow the below steps and check, if that helps.

Method 1: Run the Internet Connections.

1. Click the Search icon.
2. Type “settings” (no quotes), then hit Enter.
3. Click on Update & Security
4. Under the left bar menu, select Troubleshoot.
5. Select Internet Connections, then click Run the Troubleshooter.
6. Fix the problem by following the on-screen instructions in the troubleshooter.

Method 2: Try Flushing the DNS and
request a new IP address:

1. In the search box on the taskbar ,type Command prompt
2. Press and hold (or right-click) Command prompt, and then select
   Run as administrator, and click on Yes.
3. Run the following commands in the listed order, and then check to see if that fixes your connection problem.

• Type netsh winsock reset and press
  Enter.
  
• Type netsh int ip reset and press
  Enter.
  
• Type ipconfig /release and press
  Enter.
  
• Type ipconfig /renew and press
  Enter.
  
• Type ipconfig /flushdns and press
  Enter.
  
  
  

Method 3: Cannot access some websites in Internet Explorer.

• Are you able to ping a different website like www.bing.com?, Yes
• Have you tried to ping Youtube using a different computer connected to the same network? Are you able to ping Youtube outside your network?, Nope
