  3. "All Apps" does not list Control Panel

I have just upgraded from Windows 8.1 to 10.

When I click the "Start" button I can see "Control Panel" in the list of "Most Used", but if I click "All Apps" I can't see "Control Panel" in the list. Why?

I am logged in with Administrator rights.

Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.
