Windows 10: IT admin needing help with employees Windows 10 PC (Font/Icon size on desktop)

So, I have an issue here that I am hoping someone could help with. I have a guy whose Windows 10 computer is not set up how he wants it and I cannot figure out how to fix it. His desktop icon text is so large that you cannot read the full name of the application. The icons themselves are not large. I have tried every setting under display and personalization.

Things I have tried:

Scale and layout settings (currently its on 100%)

Magnifier settings (not the issue)

The 'Make text bigger' (it's set as small as it can be)

The 'Make everything bigger' (it's set on 125%)

Advanced scaling settings

While on the desktop holding control and zooming out (just makes the icons smaller/larger, not the text)

Right clicking on desktop and going to view;small icons (doesn't help)

Also, it's worth noting that when he opens Excel on his computer that the top menu/tool bar portion is also blown up enormously as well. I am not sure if that is related or not, just felt like adding it.

If anyone has ANY IDEAS then please let me know. I have tried doing my own research and have come up with nothing besides the options that I have already tried.

Font and Icon size

• Which build version of Windows 10 is on your computer? To check, click
  Start, type winver, and press Enter. For example, 14393.1066.
• What troubleshooting steps have you done so far?

As initial recommendation, we suggest following these steps to change the icon size:

• Right-click on an empty space on your desktop.
• Select View.
• Choose Medium icons or Small icons, whichever you prefer more.
  

Additionally, you can change the display size of texts and other items by following these steps:

• Right-click on an empty space on your desktop.
• Click Display settings.
• Under Change the size of text, apps, and other items, drag the slider over to 100%.
