No matter what I do it just wont update it. Obviously such primitive operation as re-pin is useless.

    I went into

    `%appdatalocal%\Packages\Microsoft.Windows.StartMenuExperienceHost_cw5n1h2txyewy\TempState\`

    and found cache file

    TileCache_125_3_PNGEncoded_Data.bin

Parsing it revealed that it had "Small" icon cached but not large one, however, it wont even use small one if I change the size. I've killed StartMenuExperienceHost.exe and wiped the directory and it did rebuild the cache data and after extracting all PNGs from the cache I saw icons for all the pinned elements EXCEPT the missing one Vivaldi.

So, for some reason it simply downright refuses to rebuild that icon for that specified element. What gives? I know older version of windows had limit of 512 but 'Im on 20H2 and I can create new tiles and they will update correctly. It must be something else, is there any other data I can wipe? I assume there is some GUID that is pointing to broke destination.

    :)

Pin to start menu icon cache

Ok i figured it out. For some odd reason when you go to replace an icon with resource hacker and right click on an icon under the folder icon and then choose replace icon. The dialog box that pops up only shows the icons under icon group that you can replace. I couldn't figure out how to replace the icons under the icon folder with resource hacker. I believe the icon you replaced was under icon group and the first one labeled IDR_MAINFRAME. Correct me if i'm wrong.
I hope my explanation makes sense.

Shown in this screenshots you have to replace these icons but resource hacker won't let you. As it only gives you the option to change the icons under icon group.

These are the icons that need replaced. 1 Through 6 are icons. 7 is a png. These are the only ones that need replaced. You can do the orange ones to but i don't see where they are used at.

But resource hacker will only allow you to replace the icon group highlighted in the picture below.

This shows that when you go to replace the icon under the icon folder resource hacker only gives you the options to replace the icons in the icon group.

So i had to use a paid program that i bought called restorer 2007 to replace the icons under the icon folder. After replacing them icons the one icon under the icon group folder automatically changed. And after saving it and putting it back in the google program files folder the icon on the start menu was changed.
