Windows 10: My start menu and settings act like the down arrow key is constantly pushed, help

In the windows menu and the settings menu, the selection keeps going down, like the down key button is constantly going down, and yet on eveything else it's fine, i tried turning it off and on and that didn't work, and even though I unplugged my keyboard, it still goes down, please help it's getting really annoying

You need to go one step further...

Settings >Personalization > Start, then click as shown by the RED square...

down arrow key stopped working

My razor lycosa down arrow key decided to not respond at some point today. The other ones work and so does the numpad arrow if i turn off the numlock. Sounds like its just broken and im screwed, but any suggestions?
