Windows 10: Stuttering/Skipping after power down

Hello Microsoft community, I've been having an incredibly frustrating issue ever since updating to windows 10. About a two months ago I dug an older computer out of the closet and decided to update it so to start using it. Prior to windows 10 this issue never happened. As of today the power went out briefly and after restarting the computer I've been getting this constant and consistent "stutter". Every ~2 seconds everything pauses for a split second. Video/sound is interrupted, mouse/keyboard clicks are frequently not detected, the mouse skips around, everything just pa

Fps Stuttering/Frame Skipping in Games

HELLO

I've been getting the fps stuttering/frame skipping in all the games I play Rainbow Siege Siege, Apex Legends, CSGO, PUBG. I get just a bit over 60 fps in all those games but the stuttering and frame skipping makes it feel like I'm getting 20. Me lowering
the settings makes no difference. I get about 60-75 degrees on the GPU and CPU when gaming. It happens every time. I have a laptop with:

MSI GE40 2QD

Windows 10Home 64bit

Nvidia GTX 950M 2GB

8GB RAM

I7 4712MQ 2.30Ghz-3.30Ghz

1T HDD / 128GB SSD

The solutions that I've tried to fix but didn't work:

High performance in Power Options

Maximum performance in Nvidia control panel

Running the games on high priority

Disabling Game DVR

CCleaner

Deleting temps

Overclocking

Limiting the minimum and maximum processor state in power options.

slingplayer n95 skip/stutter

Has anyone been having issues with their player on the n95 skipping every 10 seconds or so? Mine has been skipping on 3g and wifi so i know its not the connection. It seems to happen with the more applications i put on. When i upgraded the firmware on
the phone the first program i put on was sling. it didn't seem to have any issues but the more programs i put on the skip/stutter seemed to have appeared. any ideas out there?
