Windows 10: Do I I need an internet connection to run Windows Installation media?

Created Installation USB on one laptop To run on another because user forgot password and cannot sign in only one user account exists. Cannot connect to wifi as a result.

could someone please list the steps they follow to install windows with a dual core processor and windows xp service pack to. I'm reletively new to amd dual core and i feel i'm missing a step. All help will be appreciated. thanx
