Windows 10: System Misreporting HDD Performance?

Hi all,I've been having this bizarre issue where task manager reports my HDD read and write speeds as around 15KB/s with average response times often going up to 3000ms. The HDD performance looks terrible on task manager, but it loads and runs games just fine. Normally this wouldn't be an issue for me but I think Steam has a feature where it measures drive performance and throttles download speeds based on reported write times. This makes it so that a few gigabytes will take tens of hours to download and install, whereas normally it would take minutes with my internet. This doesn't happen on o
