Windows 10: Big stuttering issues: CPU and GPU usage drops to nearly 0% and the app/game/system freezes

I've this issue for a long time and a few days ago I posted this question in the spanish community website, but sadly no one could help me and I've no received any answer since then.So basically I've a big stuttering problem in which while in a game although this happens even in a browser but less frecuently my CPU and GPU usage drops from 40-30% to 4-3%, causing the game freeze for 2-10 seconds. As I could see using "core temp" and "msi afterburner", I've no temp issues 50-70ºC for the CPU while in game, so I don't think this is related to a thermal throttling issue.These are my PC specs:

GPU usage drops randomly to 0% when gaming

My GPU usage drops randomly from 70-100% to 0-10% when im gaming. especially when playing FH4, creates severe lag spikes. Its really annoying. Anyone can help me?

 

CPU and GPU usage high, fps drop on games

Hi. I usually have around 100fps at Player Unknown Battlegrounds and my CPU usage is normal. From a month or so I get fps drops like 50-100fps and game feels laggy.

Also, when I open the task manager the CPU and GPU usage is really high around 90, 80% and then suddently drops to normal values like 5%.

I checked igfxupdate.exe Windows process - What is it? but it doesn't resolve it.

I noticed that a service svhost is very high on usage, what can I do?

Game stuttering with FPS drops since Windows 10 Creators Update

Download MSI afterburner. Use the on screen display. Set it up to monitor cpu usage on all cores , gpu usage , core speed , memory speed ,gpu memory usage , cpu package temp and gpu temp. Watch it when the game stutters . Is your gpu usage suddenly dropping , is your core speed dropping , is your cpu usage shooting up to 100%? Is your gpu memory maxed out? If it's none of these things amd you've tried all the recent drivers it's the game or its Windows. Parking and unpacking CPU cores won't help it doesn't cause stuttering however sometimes on older games disabling hyper threading is an option to try.
