Windows 10: Trying to Reset PC, but there's no Recovery Enviornment

Basically, I'm trying to give my laptop to my sister, but in order to do so I need to Reset My PC, when I went to do so I get the error that there's no Recovery Environment on my PC. I go to google to see if there's a way to fix this... I found an article explaining that I need to install the Media Creation Tool for Windows 10. I download it and have it ready to run on the laptop. Upon opening it I get a dialog box with the error message:The code execution cannot proceed becauseC:\WINDOWS\WinSxS\x86_microsoft.windows.common-controls_6595b64144ccf 1 df_5.82.18362.1500_none_bb656af7ec8d949f\COMC

Problem resetting PC - no recovery image registered

Yes, need to clarify .... "reset" is a generic meaningless term.
- Windows recovery ?
- proprietary device recovery (factory default setting) ? (Absolutely NOT recommended if this was the case)
- and/or Windows repair (often confused/interchanged with "recovery" ?

How was this attempted (steps taken) ?

Before we proceed, I would like to know if you are trying to Rest your PC through Windows Recovery Environment.

I would suggest that you access Windows Recovery Environment, and try to perform
Reset. To do so follow the steps below.

• 
  Go to the Lock Screen, press and hold the Shift key and the
  Power Icon located on the right bottom corner of the screen.
  
• 
  Then Click on Restart, then a prompt will appear to
  Restart anyway, click on it. This will take you to the Recovery Environment.
  
• 
  Once there, click on Troubleshoot, then click on
  Reset.
