Windows 10: How can i change my tab border?

This is the border when i go into certain apps it used to not be like this and its been like this for a while. i saw a forum on it but he had different versions and whatnot so i didnt try it because i didnt want to break something

Any steps to reproduce? GPU-Z dynamically changes the window border/size to enable resize only when sensor tab is active

Windows 10 media player cannot change video border color.

I just upgraded to Windows 10 on 2 PC's and noticed on both machines I cannot change the video border color in Media Player. I followed the steps to do so in the "Performance" tab in the settings option. The current color is white and is very distracting.
In the Performance tab, the default color shown is black, but no matter what color I choose, the border remains "White". Again, this is the case on both machines. Is this a bug or maybe a glitch. How can this be changed?
