Windows 10: Windows Keyboard Layout DLL not building correctly

I'm trying to modify my keyboard with the Microsoft Keyboard Layout Creator MSKLC and I managed to get a DLL with all the keys rearranged successfully and a separate DLL with all the Scan Codes rearranged successfully. The only problem is, I cannot build a DLL with the scan codes and the keys both rearranged. I manually went into every letter key, edited the lowercase, uppercase, and scan codes, and when I build the DLL, it ignores all the letter rearrangements and only changes the scan codes. In other words, with the Scan Code DLL, I can do ctrl+v by pressing the key I've assigned the v sca

I made my custom keyboard layout on MKLC on windows 10. when I want to build dll that, in verification step the app shown me some errors log file. but I know the keyboard is OK for me.

how can I create dll without verify by KMLC?
