Windows 10: Attempting to Re-Enable Windows 10 Update Access Denied

I noticed that I haven't had Windows updates in a bit and I went to check. Under Windows Update on the Setting Panel nothing populates stating "Something went wrong. Try to open Settings later." When I checked under services I found both Windows sys. had been disabled, and when I attempted to re-enable them I got "Access Denied."I am logged in as the administrator.I have attempted to clarify permissions on the Services advanced security tab to Administrator, and then my account specifically. I have attempted to run a cmd prompt to clear and reset Windows 10 update, but I get the same access de

LAPTOP is not accessible ..... Access is denied.

I am trying to share a folder on a LAPTOP. I have other a number of other systems that have folders Shared and they work fine, but with this one I get the error "LAPTOP is not accessible ..... Access is denied." when I try to access it from a different Win10 system. So I went thru the entire "How to Share Files and Folders Over a Network in Windows 10" tutorial step by step. File and Print Sharing is enabled, SMB1.0 client & server are running, and Everyone has Full Access to the Share. Still get the error. I have tried it with the Network Public and Private, with the same result. Any suggestions ?

Cannot re-enable Windows Update Service (Access is denied)

For a while I have had the windows update service disabled, as it sometimes caused issues with programs (and it was just annoying). However I have been using some Microsoft store apps and I need windows update to be enabled to download them.

I have tried Running the windows update troubleshooter, however it doesn't detect any issues

Opening services and manually enabling the service doesn't work either - When I attempt to enable the service an "Access is denied" message is shown. Is there a way to get around this?

I used a program to disable the updates, however resetting it doesn't fix the issue.

Any suggestions would be appreciated!

SMB 1.0 is not required for sharing between two W10 machines, only for sharing with older systems such as XP. It's unnecessary here, but having it should not cause issues either.

Share permissions set to 'Everyone - Full control' is one thing, but the ntfs permissions on the folder being shared also need to be set to allow access.

I always turn off Password Protected Sharing on the PC doing the sharing, leaving it on (the default) often causes 'access denied' on trying to connect to the share.
