Windows 10: Can you upgrade from Windows 7/8/8.1, to Windows 11?

I know that most computers that came with these OSes, do not meet the Windows 11 system requirements, but if you have Windows 7/8/8.1, can you directly *upgrade*, not clean install, Windows 11, as in the same way how with Windows 10 you can use the media creation tool to upgrade, but just with Windows 11, because I feel that the way Windows 10 & 11 are installed and upgraded are very similar, probably because of WaaS.Thanks!
