Windows 10: Overlay App That You Can Click Though?

I want a app where its a picture and then I can click though it? Does anyone know this certain app?

Ok, I got a question. The options to hide the overlay are confusing. What are the steps to turn on the overlay in-game? Not interested in logging much at the moment. Is Alt-R part of turning it on/off?

I can't remember. I think you can just enable the performance monitor in the AMD driver app. When in game, just hit Shift+Ctrl+O...or Shift+Alt+O (Can't remember off-hand..) to bring up the performance monitor.
