Windows 10: NPVR Server and WinTV v10 TV Service being blocked by Windows 11 after cloning

Yesterday I cloned my Windows 11 Pro WD Black HDD to a new Samsung 870 EVO 2 TB SSD. On the new SSD I made two Partitions E: and N: and then using Macrium Reflect I cloned my Windows from the HDD to my SSD Partition E: and made that my C: drive in BIOS.After that everything seems to work but NPVR Server is block thus the app doesn't recognize my TV Tuners on my PCIe Tuner Card. Even though I tested the Tuner and it is working normally. So I can't use NPVR now since the Server is blocked even though NPVR Service is running.So I decided to install WinTV and the same thing is happening. Seems li

"Server connectivity = blocked" on Xbox app on Windows 10

If your server connectivity is "Blocked", it means that your computer was unable to establish a Teredo IPsec connection to the Quality of Service (QoS) server. Since you've tried the troubleshooting steps from our support page, let's try to restart the "IP
Helper" and "Xbox Networking Service" by performing the following steps below:

1. Press the Windows Key + R to open the Run box.
2. Type "services" and hit enter to open the Services Window
3. Scroll down until you find an entry called “IP Helper”. Right-click on it, and then click Restart.
4. Scroll all the way down to the bottom and do the same thing for “Xbox Live Networking Service”.
5. Close the window, open the Xbox app and check your connection again.

If the issue persists, I recommend that you try connecting your computer to another network to see if that will change the server connectivity on the Xbox app.

In regard to your DVD Rom drive - go to -control panel/device manager/DVD/CD-ROM drives -make a note of the make and model number Example: Pioneer DVD-RW DVR-215D ATA Device - highlight the device you have installed -press right mouse button-select properties-details-property and select Install Date from the drop down list and let us know this.
