Windows 10: Why does my Welcome screen stay on for like 40 seconds along side a unresponsive taskbar...

So everytime I try to log in, it does this thing where it leaves the welcome screen logo and the dots on while showing my task manager, this bugs me for some reason and I've been trying to fix it. I've reset my explorer, did the disk checks, tried to the startup one, none has worked so far. In this picture below the taskbar is completely frozen and so is the welcome screen.

ThrottleStop 8.60 Stays in Taskbar

Hello!

I have an issue with ThrottleStop 8.60 (And 8.50U) staying in the taskbar when minimizing and not going to the notification area. The notification icon is there but it is always in the taskbar too. If I check 'Minimize on Close it still stays in the taskbar. Is this a bug or does anyone know how to get it off my taskbar and only in the notification bar?

Sorry for the trouble, here are few steps that I would suggest:

• Press the Windows + X
• Open the Command Prompt (Admin)
• Now type the command as " Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
• Push Enter
• Restart the system.
• Now see if the issue persists
• If it persists the only option is to create a new user admin account.

Auto-hide taskbar on second monitor only.

Please let us know which build are you currently in?

If you are in build number: 14342, I suggest you to follow the steps below to
hide taskbar on second monitor and check if it helps:

• 
  Right click on the Taskbar and Go to
  settings.
  
• 
  Click on the taskbar option.
  
• 
  Under Multiple displays you can turn off the option for
  Show taskbar on all displays.
