Windows 10: How to turn off Windows updates permanently :

Open File Explorer, go to C:\Windows\SoftwareDistribution\Download . This folder is the folder Windows uses to store all downloaded updates. Delete everything inside of it. Go back to C:\Windows\SoftwareDistribution . Then, right click the Download folder, and go into properties, then the security tab. You will need to be an administrator. Click "Edit" to change permissions. In permissions, check "Deny Full control", click Apply, OK, Apply again in Download properties, then OK. Windows updates is now incapable of doing its job. While it is possible to disable the Windows Update process itself,

Click the start button, in the search box type in 'windows updates', click on 'windows update'
in the search results list, in the left side of the windows update window click 'change settings'
then in the option bar select 'Never check for updates'.
