Windows 10: How do i stop the system32 cmd prompt from appearing and reappearing?

Recently, there was an issue with my computer and it had a disk error thing, i managed to fix it and also reinstalled windows as there were corrupt files, but there are these cmd prompts that appear every few seconds or so, sometimes it looks like a regular cmd prompt, and sometimes like a white block, it appears on the left/top left of my screen, they appear and disappear immediately afterward so it looks like it flickers, it also affects games and i end up briefly seeing my app bar at the bottom, i screen recorded and saw that they were a system32 cmd prompt, i havent installed any other pro

Installation media boots to command prompt

I've just booted from known working install media to see exactly what it does when booting. The sequence of events is...

1. Windows logo on a black screen
2. circling dots appear beneath the logo
3. light blue 'Please wait' screen with circling dots
4. a command prompt window (very briefly)
5. the initial Setup page appears

Do you see steps 1-3? If so, it appears you have stopped at step 4, suggesting that something on the disc cannot be read.

Does the disc boot properly in another machine? If so, try cleaning the laptop's drive lens then try booting from the disc again.

If not, make new install media with Microsoft's Media Creation Tool, either as a bootable USB, on an ISO that you can burn to another disc. At Step 8 in Option One of this tutorial you can choose between making a USB or an ISO.

Low ping from cmd prompt high ping in game

Now the ping times are normal again 35ms-38ms cmd prompt 41ms from pingtest site. Just tested it 20min ago with 0 bandwidth usage on the router's monitor and got 35-38ms cmd prompt 160-350ms from 3 different ping test sites. As far as I can tell its completely random, the cmd prompt latency numbers are always same.

I can live with this, I have for a long time now. I just want to make some sense of it.

 

Reappearing files I deleted

I suggest you to follow the below steps to delete the folder and check if it's reappear.

    Open the Command prompt with admin (Windows +x and select Command prompt).
    
  • 
    In the command prompt, type the command below and press enter.
    
    NOTE: Substitute
    Full Path of Folder within quotes below with your folder's full path within quotes instead.
    
    RD /S /Q "Full Path of Folder".
    
  • 
    The folder should now be deleted.
    
  • 
    Close the command prompt.
