Windows 10: Mouse cursor lags / freezes multiple times per second - not in secure mode

Hello,I am having an issue with my mouse cursor since a few days.The cursor is freezing for a few frames before jumping to the expected position. This happens multiple times a second 2-4 times in precise intervals.As I see it, this only affects the mouse, I didn't notice any other graphics / audio freezes. The only further issue that could be remotely related is that YouTube is frequently lagging extremly. I would usually discard both as issues with hardware performance, but the hardware did not show any signs of load. Furthermore the mouse issue also happens if no application are runnin

mouse cursor is lagging

Mouse cursor keeps lagging in the following way: it freezes in place and then quickly moves to where my mouse is. I did usual troubleshooting steps...specifically updated mouse drivers, graphics card drivers,
tried to plug the USB into a different port etc.
I tried to work in a safe mode and the issue doesn’t occur there

 

Cursor lag

I recently updated my Windows 10 PC with a few security updates etc., but I noticed after I had done so I was experiencing a few problems. My settings changed for my games (downloaded from steam) but the main problem was my mouse pointer/cursor lagging
and jumping. It would freeze every 3 seconds or so for about a second when you moved it, freezing the whole screen with it sometimes. I eventually found a solution in turning on mouse pointer shadows, but it still lags in games etc. where you cant turn on
mouse shadows. I have no idea how to solve this for the whole PC, please help?

 

Mouse Cursor Lags

First, my Generic PnP Monitor points to Intel(R) HD Graphics (name of GPU). Second, my Mamba Wireless Mouse makes my cursor not lagging at all.
