Windows 10: Unable to purchase on Microsoft Store with a Family account despite credit being added.

I've been having this issue for some time, but the problem is getting worse, and I see others also have the same issue in other locked threads about it dating all the way back to 2017. When my son attempts to purchase an item on the xbox store I get a family request to approve the purchase, and then to add funds. This is despite there being an active credit card on the account for purchases set up. I get a message to add funds, which I can't do since the request page freezes on the iOS app. On my windows 10 PC, I can add the funds so there is more than enough to cover the purchase. But it sti

Thank you for your response. There are other games that allow you to purchase using the Microsoft funds that you transferred to a member of your Family.
If you don't have sufficient money in your Microsoft account to complete a transaction, you must use another form of payment registered with your Microsoft account to cover the remaining purchase amount, charge the entire purchase to the other payment
option in lieu of your account balance, or add additional value to your Microsoft account.

To ensure that the child account is allowed to purchase a content online, you have to check and change the restriction settings on the account by following the steps below:

1. Sign in to your account on the
   Microsoft Family page.
2. Find your child’s name and select More options > Spending >
   Change content restrictions.
3. Change the restrictions settings and allow the account to purchase.

If you are still unable to purchase the game, there is a possible issue with your profile or the billing information. We recommend that you contact Xbox Chat Support to securely check your account and the child account.

Hello,

My child as a Microsoft account, which is linked as a family account to mine.

I opened her another user account on our main PC which is linked to her Microsoft account, and I transferred money to her account so she'll be able to purchase Minecraft for Windows 10 through the store.

I downloaded Minecraft for Windows 10, but when I choose to buy the product I'm offered to by the game with a credit or debit card, cellular account (phone) or PayPal.

How do I use the money transferred to her account to buy this game? The money is present in her Microsoft account.
