Windows 10: How do I find a highly qualified certified technician for in person service?

I recently replaced my monitor. I am having problems I never had before. I am unable to access my external hard drive; my computer is locking up and experimentation results in some correction. i.e. it unlocks for a few seconds if I turn off the speakers; I find I have more than one copy of some files. One copy of a music file plays the music, the other is silent. I am trying to find a certified technician who will help me. If you know of the procedure I could follow to find somebody I would be most appreciative. There used to be a Microsoft store in White Plains NY. They had several h

Is Experian Tech a microsoft certified technician? I received a pop-up stating that my system was crashing and that I needed to contact them to fix the problem.

EVGA GTX 2xx series Reinbursement Service

XFX started it and Evga is doing the same. Evga is starting its own reinbursement program for those who bought the Evga 2xx series when they first came out. All you have to do is follow a few steps.

• Must be a new purchase from an authorized EVGA reseller. Step-ups do not qualify.
• You have 14 days to register and upload a qualified invoice to claim your EVGA Bucks.
• Only customers who purhased the EVGA GTX 280 or GTX 260 at the full Manufactured Suggested Reatil Price (MSRP) will qualify for the Reimbursement Program.
• If between June 16th and July 7th you purchased an:

Microsoft Certified Technicians

I got a message on my computer saying a malware had been found and to call an 800 number. I did so and talked to PC Gears Business who took over my computer and supposedly cleaned it up and then offered techsupport and firewall for any where from a
5 year contract for about $ 500 to a 1 year contract for $ 49.00. I took the 1 year contract and charged it on my credit card. Is this company legit? Their billing company is in China but claim to have offices in USA, UK, Australia, Canada and New Zealand.
They claim to be Microsoft certified technicians.

Is this legit?
